I know in the FAQ it says it doesn't but..according to this wpn speed calculator http://diablo2.ingame.de/tips/calcs/weaponspeed.php?lang=english
a slower OH claw does affect frames per cast. I tried testing with a slower OH claw as well and i seemed to lay traps slower.

the IAS BP for your trap laying is based off the average WSM of your two claws, so your OH claw does matter, though you don't get the IAS% from it.

When you say doesn't get the IAS%..do you mean it doesn't get IAS bonus? Like if I added a shael rune to it? It only averages the IAS + all bonuses of the mainhand claw and the base IAS of the Oh claw?

Each weapon has a weapon speed modifier (WSM) which can be found on the Arreat Summit. For trap laying the WSMs of the claws are averaged and only the IAS on your onhand claw counts towards trap laying speed.

The "base IAS" you're talking about is actually called the WSM (as described by stephan). That should clear up some of the confusion (i.e. a Greater Talon has a WSM of -30).
