Of course you should max fire mastery!
Fire mastery gives you +%skill damage. +% skill damage applies both to fire skills and fire damage. If you have +50% fire skill damage, a firebolt which normally does 10-30 fire damage will now do 15-45 fire damage.
If you have a scimitar of fire (magic scimitar) which does 2-6 fire damage. With +50% fire skill damage, it'll now do 3-9 fire damage
When you cast enchant, it's a fire skill, and it gets boosted by your +%skill damage. it will be treated like the fire bolt. When you enchant others, this applies too. it's a fire skill, so it gets boosted.
Now, if you are enchanted, you have fire damage on your attack. So if you attack a monster, the damage from enchant is treated just like the scimitar before, and therefore your +%skill damage is applied again. So it's applied twice. Although, if you enchant a someone else, he will need +% fire skills damage himself in order to get the second boost
Venom also works in the same way. When you cast it, it's a poison skill. Wen you attack with it, you have poison damage.
