Do extra skills from items give synergy?

Let's say I have 1 point in both Ice Bolt and Frozen Orb and I find a staff that gives +3 to Ice Bolt. Will that +3 Ice Bolt grant synergy to Frozen Orb, like hard points spent directly on Ice Bolt would?

    No.

Some skills, like the druid's summon skills, give bonuses directly as a function of that skill, but are not synergies. (For example, points in Grizzly enhance the damage your Dire Wolves do, and +skills do increase that bonus.) I think the only skills that do that are the druid summon skills and the assassin's summons (which use skills at a level based on your level in that skill).

So you can have synergy bonus as much as you put points on a skill, maximum of which is 20x, because you can't go over 20 by leveling that skill.

Yes. Although a lot of skills have more than just one synergy (and not all synergies of the same skill always have the same effect).
