Defense and blocking basics

Could someone explain the basics of blocking and defense to me?
I'll list some things I've read:

- defense drops to zero when moving around
- blocking drops to 1/3 when attacking or running
- chance to block is limited to 75%

Are those statements correct? When does blocking and defense remain at their regular levels?
