How do curse's work in PvP? Is there a penalty for all?

I do know that some Aura's are penalized, like thorns, but I'm unaware of anything to do with curses.

Also, can curses be casted onto opponents that are bonus's from items, like Drac's? Can they also be casted from items that have charges?

Curses work at 100% and most people consider decrep and life tap pretty bad mannered.

pallys have those gloves so curse away.o i will add that curse works on just about anything.

as far as I know attract, confuse, dim vision and terror does not work in PvP

Although casting confuse or attract on a summon necromancer would be close to the most hilarious death possible....

Attract, confuse, dim, terror and any skills that give similar curses don't work on players but they do against minions. Nothing says rofl like a druid with ravens vs fishymancer with blind minions.
