I believe a simple flail would do the job. Most people making CTA don't use it for damage anyways as there are other, better options with the required runes.

So if i use for the BO I should just put it in the lowest str weapon possible?

Lowest all around requirement weapon (level, dex, str), you won't be hitting things with it.

Yup, Shadow is right. Flail's still the best.

Even a +1 BO CTA is still viable because +to all skills items will add to your skill. However if you feel that a +1 or another low one is a waste, you can try putting CTA into a one handed-weapon like a conquest sword. Min str req is 142 for this sword which is pretty high, but if you were making the CTA for a character with enough str it's possible. Don't expect it to be worth the same in trade forums though =).
