Concentration only adds half damage to Hammers?

I just started playing a hammerdin today and I noticed that concentration only adds half the ED to blessed hammers. For example, a 180% concentration only added 90% bonus damage to my hammers.

Is it true or have I gone insane?

True.
I think it'd be a little too imba if it added the full damage.

True, indeed. Does it matter, though? Hammerdins are still pretty much the most powerful characters around (except, maybe, completely perfect Furyzons, which still aren't as versatile as Hammerdins).
