You need to be clvl 73 or higher.
Imbuing at clvl 73 will give you an ilvl 77 result (imbue gives ilvl = clvl+4).
Tiaras have mag_lvl of 13 which means the alvl = ilvl+13.
alvl of 90 is enough for a chance at +2 skills.

    It is wrong.
I have imbued a diadem (req level=64) with a paladin at level 21 from the normal mode quest;it got a mod '+2 to paladin skills' after imbuing it

Thrugg knows his stuff, and a diadem is NOT a tiara...

Diadem is the elite version of tiara
Formulas only work in theory;when it comes to practice,no formula works like it should;crafting formulas don't work either...i made a req level 95 ammy with my 96 lvl barb, whereas it should be impossible to get 95 ,according to the formula for crafting (perf sapphire+thul+jewel+ammy)

No, you just don't know what you're doing. Diadem has qlvl 85. A diadem imbued at clvl 21 will have ilvl 25. Because the qlvl of a diadem is greater than the ilvl given here, for purposes of alvl calculation the item will be regarded to have an ilvl of 85 (the final stored ilvl will still be 25 though). Because mlvl > 0 on diadems, (in fact, mlvl=18), alvl = ilvl + mlvl, or 85 + 18 = 103, which gets capped at alvl=99, which is eligible for + 2 to pally skills.

It does not look like you know the formulas in the first place to be judging if they are working or not. The required level to use of a crafted item is not based on the ilvl of the item, but instead on the base item, the number of random affixes on the item and the highest required level to use of the random affixes.

In the case of the amulet that you listed, it would have had these properties from the crafting:
5% chance to cast level 4 Frost Nova
    attacker takes damage of 3-10
    ~5-15% of monster flee

and as one the other 4 mods on the item, it would have had
    6% lifesteal
which with the other 3 random affixes on the amulet force the required level to use to be 95.

The ilvl of the amulet would only need to be a minimum of 85 for this. Which is probably less than what you were really getting for the items ilvl.
