% Chance to cast a spell - stacking?

If a character equip two items granting him with ability to cast a certain spell (with exact % of possibility), is the chance % stacking?

FE1 : If we have 2x "Carrion wind" rings at the same time, would our % chance to Chance To Cast Level 10 Poison Nova When Struck will be 20%, and the Chance To Cast Level 13 Twister On Striking will be 16 %?

FE2: If we have barb with dual Oath rune word (one in PB, other in CB) at the same time, would our Chance To Cast Level 20 Bone Spirit On Striking would be 60% ( on each striking i mean)?

IIRC if the skill, Slvl and type of Chance to Cast mod (on striking, on attack, when struck, on death, on lvl-up) are the same the chances stack. Otherwise seperate rolls are made.

    Correct.

But here's the exception. Chance to cast (and many more mods) is kept individually, so per weapon you get 30% chance to cast a Slvl 20 Bone Spirit. Chance to cast mods on the rest of your equipment is added to both weapons, and stacks accordingly.

I have always been interested in how different slvls of ctc stack for instance if you have a ring with 5% ctc frost nova slvl 3 and another item with 8% ctc frost nova slvl 5 can both ctc go off on the same hit, can only one of them are they added and the larger slvl taken for the skill.

Say you make yourself an enchantress and say you have lots of time and runes on your hand to fool around with.

Now lets say you take your slvl 20 fire mastery (without +skills) and let say you have 2 pheonix runewords one in a shield and one in a sword.

That's a 40% ctc slvl 22 firestorm on attack from the sword and a 40% ctc firestom slvl 22 on attack from the shield, now add on hellmouth gloves, 4% ctc slvl 12 firestorm.

How would that ctc firestorm add up? If you really want to be crazy strap a stone armor on just for the synergy bonus :D Don't forget the -fire resistance either :)

In the firestorm example here, you would end up with 80% chance to cast level 22 firestorm, and 4% chance to cast level 12 firestorm. Not to mention something of a glass cannon build. =/

Glass cannon I only used 20 skill points to deal 4584-5318 damage from a ctc skill. Any enchantress would be able to deal that. PS that's before the
-resistance and the +skills that a enchantress would have anyways :D oh and the ctc is stronger than the druid skill because melee attacks can go between its skill, ie the next delay isn't an issue.
