Chance to block on armors

ok, a 1.09 twitchthroe has a +25% chance to block
does this transfer to my shield? if I have a shield equipped?
does this transfer to my Weapon Block skill, if I am wielding two claws?

are there any other uniques/sets or runewords that provide +% chance to block?

It gets added to the block of your shield, but not to weapon block.

Other sources are Guardian Angel, Sword Guard (although only Barbs could use this) and a crafted safety amulet. There might be some more I have overlooked though.

what about the guardian angel that provides 30% faster block rate?
will that help me prevent block lock when dual wielding claws with weapon block?
