Not anymore. Lightning and Chain Lightning are now affected by Faster Cast Rate, though their FCR breakpoints are different from all other Sorceress skills.

Yep, it was pretty cool to run around cows with my 6 socket Chu-Ko-No (HelShaelShaelShaelShael/15%IAS10%Fire Res if I remember correctly) and have people wonder what the heck a sorc was doing with a crossbow

I used the good old 4 * shael / 2 * hel phase blade. I just like to use a shield. The principle was the same though.
