I don't think so, Meph can and the high level areas (pits etc.)

Rainbow Facets are item level 87, so Hell Andy can't drop those. Hell Mephisto can drop them though, as can champions and random unique monsters in level 85 areas (The Pit, Mausoleum, Ancient Tunnels, etc.).

All correct but the level is 85, so regular monsters in level 85 areas can drop them, as can champions in level 83+ areas and uniques/minions in level 82+ areas.

Hell Duriel can drop them too (he's level ** for some bizarre reason).
