i am wondering if i can cube some charms using perfect gems?

yes you most certainly can...most cube baal gc's but any gc from late nm on may roll a skiller

Yes, you will get a grand charm with the same itemlevel.

The stats on it are random and can be the worst stats ever to a Pala Combat skiller with 45 life (if you use a Baal Grand Charm from Hell diff)
