Yeah, definitely, it'll work. I believe one of the very first characters in the Single Player Forum to make it to level99 when 1.10 came out was a Blizzballer.
If you're playing HC, watch out for those dolls... they scare me. And as rappit mentioned full Tal's set is awesome (read The Truth about Tal's in the sorc forum knowledge library... fantastic thread).

Yeah, I mf Baal frequently with my Blizzard sorc. The key ingredient for me is a holy freeze merc with a reaper's toll; holy freeze + decrep really makes things much easier if the throne is nasty. I teleport on top of the cold immunes to let him whack them. The only group of minions that's a pain are the cold immune skellies in wave 2, but it just takes a little longer. The merc also has a andy's visage with a IAS jewel and a duriel's shell for the cannot be frozen.
I tank baal with a storm shield and max block. I think I have about 300 mf after switch.
It's typically pretty quick, although occasionally I duck out of a run if the throne is just too nasty. Usually this is some combination of massive amounts of the cold immune flying chicks and either gloams or oblivion knights (who frequently kill the merc with iron maiden and are also cold immune).
My equipment is ok, nothing godly though (occy, vipermagi, stormshield, rockstopper (yeah I know), snowclash, war travs, rare mf gloves, nagel ring + fcr/mf rare ring, gull dagger, rhyme, gheeds and anni..
