Blizzard Sorc.... need help!

Made a Blizz sorc for mfing after getting some decent gear. I'm confused about whether to pump ice bolt or cold mastery though. Which one will help me more?

Here is my equip:
-Shako
-Occy
-Tal Armor/Ammy/Belt
-Frostburn
-War Travs

I can't decide which shield to use... I have Splendor, Rhyme, and a 35% Spirit Mon.....
