I would go for a spirit monarch and Magefists/Trangs gloves to get to that 105 BP. What are you planning to run? That will make a big difference for what skills to pump. If you are going to do meph only you want lvl 32 CM - thats -175% cold res which will give meph -100. If you are going to run ancient tunnels and mausoleum you should probably get your mastery to somewhere in the -100 to -150 region. After that it's Ice Bolt all the way =)
Have you considered Full Tals? you will get more life and slightly less mana, but the selling point is the +15% to Cold Dmg you get on the orb when completing the set. That will boost your dmg a lot more than the extra skill point from your setup. You loose one +skill point but gain that huge 15% skill boost, oh, and you get +2 to your mastery which can save you skillpoints for Ice Bolt. Don't be to worried about the loss of a 100% MF, it can be made up with charms. Full tals with topazes gives 216% MF, add in Gheeds and your WTs and you should be able to get close to 300% where the diminishing returns have allready started. Trade that shako and occy for some MF SCs if you feel you really need it and you will be better off! For boss kills put a Gull dagger or Ali baba along with that splendor/rhyme on switch for a 100+% MF boost!
Oh, you don't lose any FCR going full tals compared to your setup so Tals+35 spirit monarch+magefists/trangs gloves will give you 105 FCR!
