Best place to MF for Jalal's mane?

I actually own a perfect Jalal's but it only has one socket:hang: so I need another one. Where would be the best place to MF for one?

Jalal's cannot have more than one socket.

Yes. It's a unique and doesn't spawn with sockets on its own, so it can only get one (by the Larzuk quest).

Maybe you are mixing it up with Aldur's pelt that has 2OS... Unless your 2OS Jalal's it's hacked...

Treasure Class 75 and below, yes, Hell Meph is generally the best (with a few exceptions). Hell Meph can drop up to TC78, but those are moderately rare from him. It's possible he's still the best for TC78 too - I haven't bothered with the math.

do NM Eldritch//frigid runs for quicker attempts if you don't have a fast enigma char/tele sorc.

I've actually found most except uniques in the frigid area. Meph hates me.

I would make hell Meph runs for that kind of stuff. Not because he's the best for Jalal's, but because he's so good at dropping so many other useful items as well. It doesn't make sense to visit a certain mnster for just a single item if lots of others can drop it as well. For the really rare items, try Pindleskin, Eldritch, Shenk and Baal and add a few L85 areas to the list as well, like Pits, Ancient Tunnels, River of Flame, CS and WSK 1-3. There are more areas like these, but these are the most popular ones. Most people don't like level 3 of the Maggot Lair or take the hassles of getting to there.
