I had one of these.
He's a Summoner/Bone hybrid.
What happens is, when you are in vampire form and use the bear skill, you switch out of the vampire form and go back to human. You have to use the bear skill a second time to actually switch to a bear.
I used the beast to switch out of vampire form to human. I could get up to 50FCR this way, and I still had the +skills from Trang and the Fanat from beast.
The problem is that the switch time to human seems to be completely random. Sometimes is lasts less than a second. Sometimes it lasts like 30 seconds. I usually only used the Bone spells on bosses/champions, but on days that the transformation is quirky, it gets annoying.
