assassin finisher issues

Hey guys, I've been noticing a problem with my level 54 assassin in act 3 nightmare.
I use the Dragon flight finisher, but I've been experiencing attack rating problems, I believe the attack rating on it is independent of your char, though i don't exactly know for sure. What other single claw finisher do you guys recommend in combination with Phoenix strike finisher?

Unless something changed since I was last heavily active, ages ago, the finisher doesn't really matter much. For Phoenix Strike, I remember using dragon claw even though they never fixed the charges only being applied to one claw attack. But a regular attack does the trick as well, iirc.

Unfortunately I can't give you the mechanics on attack rating on dragon flight, back in my day we had people like RTB and Shade and a few other guys whose forum handles escape me at this moment to know these things for us.

What I do remember is that all my builds had good attack rating and used dragon claw or a regular attack (in case of a tiger strike 2h assassin) and everything was a-ok.
