Are chipped gems still worth collecting?

Sorry, I picked the game up after a 5 year absence and I was wondering whether chipped gems are worth collecting and trading? I know P gems can be used to trade for lower end items, but I also remember chipped gems having some value (i used to have a lvl 20 Holy Fire Pally to run Act 1 norm for chipped). Is this still true?

Also, I remember seeing a guide on wealth building in D2 somewhere, but Im unable to locate it. If someone knows of the guide I'm talking about, if you could post a link or what you typed in the search bar to find it, I'd appreciate it! :D

At the very very early stages it might be a bit useful to pick up chippies and really low runes and then search around games because higher level, richer players will often opay for low stuff that they don't want to find. I got my MF fishymancer started last month (totally fresh) by trading pure junk for shakos, homonculus, ali babas, etc.

But after that it is def a lot better to just say, make a blizz sorc, and farm meph and pindle to no end.
