An unusual TC question

Eveyone and there dog knows that TC's run in multiples of three, all the way up to 87. But why three? Anything special in the drop code I know squat about?

I think they made it in three because 2 or 1 would have made a terribly long list of TC's, and 4+ makes some items way less rare...it would make a Sacred Armor be in TC 65....

The point I was trying to make is why 3 through 87 in multiples of three? Why not 1-29 using every number. Each group would stay the same, just habe a different title.

Like with most implementation decisions, you can achieve the same result in many different ways.

Maybe they based the TC on the qlvls of the items, or something like that. Or maybe they just wanted a better correlation between the TC number and mlvls. Or maybe they didn't make concious decision at all and just implemented it one way, because an implementation had to be done, but the details might not have been specified (as this isn't visible anywhere I don't think the game designers even thought about specifying it).

The TCs probably have these numbers in their names to suggest that items with a base qlvl of that value or less are within (with those being lower by 3 or more being in a lower TC, respectively).
