An Idea with Sockets, Runes and Skills

I think this is a new idea. I couldn't find a thread that looked like this would fit, so I started a new thread.

Runes are able to be put into some skills, and modify them. I think that runes should have another effect.

If my idea was to be implemented, this is what would happen. Some weapons will have a rune socket, which allows a rune to be put in and then the rune will affect the skill. The weapon will have a specified skill that the rune will affect. So the Battlemaster Short Sword of Frost will have + x to y cold damage and Skill Rune slot for Furious Charge. The restrictions are that the rune is permanently placed in the weapon, and the rune’s effect is half (or less) as strong if it was in the skill slot in the skill tree.
For example, the trial Wizard owns Teleport, with a Hydra Rune in it. Then, in the Arcane Staff of Mind (to take an old DII suffix), she has a Striking Rune. Then, when she uses Teleport, it will summon clones, and do a little amount of damage.

That would allow you to have more than one effect per skill. I don't know how they could handle more than one effect (visual and mechanic) and I don't know if that could make an overpowered character which could carry more than one item like that with different effects each one.
I'd rather prefer that any socketable item in the weapon would affect the weapon itself.

I do not think runes will ever be put into items as that is how d2 did it,it would be too much the same.I think the major use of runes is for customisation as much as it is powering up and I think its enough what they do.Ive heard a new form of crafting will be in D3 so that might be the way to get similar things that the original d2 runes,gems etc did.

Unlike other ARPGs I think D3 can take bigger risks for changing the way items and skills interact as long as they have a good Idea people will like it theres no reason they need to stick to the old socketing method and might introduce something totally new and radical.
