Both amns and rals are used for crafting - ral and sol runes are probably the most popular crafting runes. Amns aren't that popular I guess - I don't even know what crafting recipies require them

Amns and rals - just like sols, tals and orts - are use in crafting recipes. These recipes give you the option to make rare items with special fixed mods. Like amulets with 20fcr or gloves with knockback and 20 increased attackspeed.

You can use amn for socketing recipes in the horadric cube. You can put sockets to white items.

When starting Diablo2, its a good idea to collect all kinds of low runes from Tal and upwards(and maybe Ith and Nef). And all gems ofc, cube them up to perfect.
Also, collect all jewels you come across. The most popular crafting recipy is ral+perf amethyst+jewel. Try to collect these in packs of 20, because that way you get a better price when trading.
