    Adding specific amount of sockets?

Is it possible to add a specific amount of sockets or at least lessen the chance of getting too few or too many sockets?
For example, if you want a 3 socket item and you find the item in Hell diff, what would be the best way to go about doing so?

There's no way you can increase your chances of getting X sockets.
The socket quest always gives max amount unless it's a magic item, then it's 1 or 2 sockets (50/50), crafted/rare/set/unique get 1 socket.

You can however use the cube recipes if you want less than maximum. Example: 1 Ral Rune + 1 Amn Rune + 1 Perfect Amethyst + Normal Weapon = Socketed Weapon of same type
The odds are then 1/6 for 1 socket, 1/6 for 2 socket etc. IF the maximum possible sockets is less than 6, a balrog blade for instance (max 4 sockets), the chances are 1/6 for 1 socket, 1/6 for 2 sockets, 1/6 for 3 sockets, 3/6 for 4 sockets.

The only exception is if you get an item with a low enough ilvl, then the max amount of sockets can be less than what you'd normally expect.
You can check it out here.

    Indeed,

    For example:

If you have a 0 socket Crystal Sword found in Normal, and you socket it with larzuk, there is a possibility that you won't get max socket, although everyone says that larzuk = max sockets. This ain't true. The ilvl of the item controls this.

Yes it actually is true, it's just a matter of definitions. For instance, an ilvl 10 crystal sword will get, if socketed at larzuk, 3 sockets because that is max sockets for that specific sword. Whereas an ilvl 50 would get 6, again, that is max sockets for that specific sword.

With the cube recipes it's possible to get less than max. You cannot however influence the end result in any way.

Note though that getting elite weapons with a low ilvl is not always possible. Ilvl 1 is different though, upgrade a low quality weap ("broken berserker axe" for example) to normal (just plain "berserker axe") it will be ilvl 1 and it WILL get 4 sockets (again, max for that specific axe) at larzuk, use the cube recipe and it will get up to 4 sockets.
