In 1.10, it increases your cold skill damage indirectly by decreasing enemy resistance to cold. This is in stark contrast to fire mastery which increases fire skill damage directly.
By putting points into cold mastery, your cold skill damage does not appear to increase but it actually does by virtue of making enemies more susceptible to cold.
