I've played both at various times.
The damage you loose on the faster speed is relatively insignificant, in my opinion... you're still going to kill monsters fast. The increased casting speed is noticeable, but if you look at it on paper, it's about 8% faster, which isn't very much of a difference, and might not compensate for the lost 10-15% damage (or whatever it is).
So I think it's a matter of personal preference, as much as anything. Some people prefer the higher damage and lower speed, while others prefer the faster casting. Personally, I prefer the faster casting... 7-frame teleport is simply awesome.

thanks for the info so as damage over time its about a 8% loss, i think that is an aceptable price for 7-frame teleporting (bring on the baal runs)
for kit i have wizz and a soj would it be worth swaping for fcr ring and hoto eventualy
edit: for the merc i was thinking defiance mercwith the following
infinity in big stick
e-bug sacred fort
and andys face
any improvments/sujestions for merc?

(Wiz + SoJ) vs. (HotO + FCR ring)... I think this comes down not to the damage, but to your mana supply and your resists.
Need mana and/or resists? Wizzy + SoJ is better.
Don't need those? HotO + FCR ring is better (for the higher +skills)
Your merc setup looks great (I wish I had those
)... I'm not sure what you'll want to socket in the Andy's Visage, but otherwise I don't see him having any real problems beyond Iron Maiden.
