If I sound offensive I don't mean it.

First, 21x 290pdscs WILL be MUCH MUCH MUCH more better than PMH...
Second, EShield counts before any resists or def if I'm not mistaken.
Third, if you go mass vita which I will, you will have like 3~20% block at most.
Forth, your opinion on max block being a must is highly biased, and as you will find out in forums most ppl are 50/50 when coming to either mass vita or max block on PvP sorcs.
Fifth, Shiver Armor gives most def, and if my def is so "crap" what kind of these "some of the good cold armors" should I use?

P.S. I think 21x 290s will even be able to stop DC from regenerating and still be able to do some amount of dam, I'm not sure.

Just for the Record, Kingslayer has a build in PMH, problem solved

I'd still say get as much Light GC as you can get your hands at since IMHO they're better than the 290s b/c they are great allrounders for this build. Concerning the shield... ppl, once and for all: He wants to build the char around a 2H Kingslayer, so a shield is out, period. Call it themed, call it challenging, call it dumb (though it really is NOT) but please accept his descision and don't tell him it wouldn't work because it DOES work (I'm talking about PvM, I don't PvP so i can't talk about it)
The Ice Armors however should be regarded nonetheless. It's not really because of the def bonus it grants, but for the Freezes attacker". Chilled/Frozen Monster = Less Attacks = Less Damage = Longer Life

Oh and about ES, yes it triggers before resistances are calculated, but it triggers AFTER Def check (since you always take the damage AFTER def is checked, anything else would render Def useless ) just FYI
